In deze tussenperiode moet er drastisch worden bezuinigd, gemeenten komen in een financieel gat (ravijn) terecht, ook bekend als het Ravijnjaar. Gemeenten moeten óf bezuinigen óf nieuwe inkomstenbronnen vinden om tekorten op te vangen.
